move grafana-pcp out of the volume location
    
    move grafana-pcp to /usr/share (in the image) and place a symlink to
    this directory from /var/lib/grafana/plugins (in the volume)
    
    This way the grafana-pcp version gets updated with the Grafana image,
    and users can still install custom plugins and store them in a
    persistent volume.
