Install dconf as part of the flatpak
    
    I am not really sure if it's needed any more now that we are at shotwell
    0.31.x, but let's follow what upstream is doing for now. The flathub
    packaging passes --env=GSETTINGS_BACKEND=dconf (which we've synced to
    here) so we'd better make sure the backend is actually available.
