Prevent HTTPoxy attack (CVE-2016-1000110)

Ignore the HTTP_PROXY variable when REQUEST_METHOD environment is set, which
indicates that the script is in CGI mode.

Issue reported and patch contributed by RĂ©mi Rampin.
