    Update to Vagrant 1.9.8.
    
    Remove Nokogiri dependency.
    Use current vagrant-spec.
    Use unrestricted version for rubygem(rspec) BuildRequire (RSpec 3 as of now).
    Add rubygem(rspec-its) BuildRequire.
