    Link git-citool to git-gui
    
    The git-gui Makefile does not follow the INSTALL_SYMLINKS setting.
    Until it does, manually symlink git-citool to git-gui.
    
    Test that the files are identical before linking, to avoid issues if
    they begin to differ in the future.
