Create also source level compatibility
    
    Fake version of unbound to macros as 1.7.x, where x is composed from
    real major and minor version appended. Should pass compile time
    definitions tests, which want to detect correct callback type.
    
    Libreswan needs it for example.
    
    Fix also python accepting this header.
