Import the actual contents of the fedora-release tar and adjust build
    
    Import tar file contents to contain the contents of fedora-release from the
    distro git repository. This then becomes the one canonical location of the
    status and all changes are then to be submitted to the src.fedoraproject.org
    qpackage repo as git commits to be reviewed.
