    Similar build problem as 2.1.0-3 on x86_64
    
    A manual build on a x86_64 RHEL 9 with a high cpu to memory ratio
    fails in a similar manner as 2.1.0-3 ppc on koji, lto runs out
    of memory. So promote the workaround ppc to rhel by removing the arch
    check.
