Restore fno-openmp-implicit-rpath patches
    
    While the flag has been removed from redhat-rpm-config for rawhide
    (f39), it is still used on f37 and f38, so we need to keep these
    patches until we stop producing snapshot builds for them.
    
    Restore and rebase the patches, update the comment in the spec file.
