Revert "Upgrade to 3.13.0." fedora-messaging is not available for python 2, and Bodhi 3.13.0 uses Python 2 in Fedora 29 and requires fedora-messaging. This reverts commit 07adbbb9969add9f2d7ebfca79bc00ad6078a2dd.
