This is the same error I've been tracking here: https://bugzilla.redhat.com/show_bug.cgi?id=1715016, but it may be caused by another path. Indeed on master, the python3 package is already pointing to py38.

I've been discussing the subject with @churchyard, there's a PR upstream, not merged yet.

If you need to move this to f31, don't get yourself blocked by rawhide.

clang now FTBFS on rawhide, due to Python 3.8. I'm sorry about that, but could not have waited just for the clang/cpython fix.
