Obsolete devscripts-compat
    
    Transitional devscripts-compat package never made much sense as we have
    Obsoletes for splitting packages, unlike Debian that needs transitional
    packages. Instead, this commit adds upgrade path Obsoletes directly to
    devscripts-checkbashisms, and another commit for licensecheck does the same
    there.
