Modernize spec (autorelease, autochangelog, pyproject-rpm-macros)
    
    Use the new autorelease, autochangelog and pyproject-rpm-macros
    macros to substantially simplify the spec file. These are not
    available on EPEL 7 and 8, so those branches will be maintained
    separately going forward.
