Specify the minimum BuildRequires for pkgconfig(gpgme)
    
    ... when building with Meson [1].
    
    This makes things a little less surprising when doing maintenance across
    Fedora, CentOS Stream and RHEL spanning a wide range of versions.
    
    There's no need to do a build just for this.
