I'm filing this on behalf of @troycurtisjr, who's having technical difficulties sharing his work through Pagure.

Thanks for the help pviktori ! Hopefully once I have a few under packages worked out, I can be in the packager group to get write access to pagure. I had assumed that my personal forks wouldn't require that group membership to push to, but perhaps not?

Also, this pr is intended to address bugzilla ticket 1390812 since all packages that currently depend on gpsd-libs only need the c client library, and thus splitting the python files into a separate subpackage should remove the needless pull in of python2.

FYI: Upstream has announced that 3.17 will be released within the week. This includes full python3 compatibility. I've already started working with the specfile using HEAD, so it may make sense to hold off merging this PR and releasing an updated package until the new release is available.

I've manually merged this with the Fedora master branch with some minor changes. Thanks!
