Enable system logrotate all branches
    
    Originally, I enabled system logrotate only on rawhide to make sure
    users did not see anything unexpected. However, on closer look it seems
    that SELinux policy blocks httpd from rotating the log files.
    Since it never worked anyway on a default install of Fedora, it's
    probably safe to just enable system logrotate on all branches.
