Minor spec file cleanup
    
    - Drop some Requires from the -devel subpackage: rpmbuild generates
      these automatically based on the .pc file, no need to manually specify
      them in the spec file.
    
    - Remove defattr() from %files section: rpmbuild sets this to a sane
      value itself nowadays.
