Yes, I've used it for generating the 11.0.4+8 tarball in:
https://src.fedoraproject.org/rpms/java-11-openjdk/pull-request/48

Basically, it should always get updated so as to provide an easy way for an outsider to be able to re-create the tarballs from upstream.
