Enable adblock
    
    At least for now, this uses a vendored copy of the Rust adblock crate
    and its dependencies, which should only need to be modified when
    upstream rebases its adblock version (which is infrequent). If/when
    those are packaged for Fedora, the bcond can be flipped to use the
    system crate packages.
