Because krb5 is auto-synced via DistroBaker, we need to add
downstream gating configuration in Fedora.

@rharwood I have checked it and it looks fine. This should enable gating for RHEL9.

The gating tests (baseos-ci.brew-build.tier1.functional) should be run for the new build in RHEL9 as well because I added some new lines in brew-dispatcher.
