Add ldconfig_scriptlets macro for EPEL 7
    
    RHEL 7 does not have file triggers to automatically handle generating
    the ldconfig cache and solinks correctly, so we need the
    %ldconfig_scriptlets macro to set that up. On RHEL 8+ and Fedora,
    this macro expands to nothing because the correct file triggers exist.
