ISL and CLOOG are not part of Fedora ELN gcc. In order to remove ISL and CLOOG from ELN mingw-gcc as well, adopt the conditionals that are in use in gcc.spec.

Note we will have mingw compiler packages in RHEL 9 because they are needed for compiling virt-v2v dependencies.
