Drop the gstreamer plugin as it's part of Fedora proper now
    
    In Fedora 40 and later, the openh264 plugin is built as part of
    gstreamer1-plugins-bad-free and is included in the regular distro
    repositories.
    
    Drop it from here as we no longer need to ship it in the Cisco repo.
