Add totem supplements to gstreamer1-plugin-openh264
    
    As we are doing a build of openh264 anyway, move totem's 'Recommends:
    gstreamer1-plugin-openh264' to here, using reverse weak dependencies.
    
    This avoids having to reference another repo (fedora-cisco-openh264)
    from the main package collection.
