Fixes wrong Qpid protocol configuration
    
    notify_qpid.py is suffering from the same issue as described in
    launchpad bug https://bugs.launchpad.net/oslo/+bug/1158807.
    Instead of setting connection.transport, it is attempting to
    set connection.protocol.
