Update to 4.1
    
    Update to 4.1 and clean up source and setup macros so that spectool and
    the like can pick up the correct release package automatically. (Yes,
    upstream uses funny names for their source tar ball.)
    
    This update fixes the issue that some svg files were missing from the package.
