Decrase bzip2-devel version constrain
    
    The unbundled bzip2 version is 1.0.6. I verified headers and tests
    that 1.0.5 is compatible with 1.0.6. Therefore I lowered the version
    constrain.
    
    It's possible even older versions would work.
