Update to 1.023
    
    - New upstream release 1.023
      - Work around backwards compatibility breakage in perl 5.22 (removal of
        PL_sv_objcount)
    - Drop %defattr, redundant since rpm 4.4
    - Use %license where possible
    - Classify buildreqs by usage
    - Add %{?perl_default_filter}
    - Don't use macros for commands
    - Don't need to remove empty directories from the buildroot
    - Use DESTDIR rather than PERL_INSTALL_ROOT
