Do not build-require perl(utils)
    
    First this is a private Nagios module and thus should not by provided
    on RPM level by nagios-plugins-perl at all (you can depend on
    nagios-plugins-perl instead as other nagios-plugins packages do).
    
    Second the package is not used at all when building perl-TheSchwartz
    and thus it only inflates the build root and it's not needed.
