Fix build and runtime dependencies
    
    - R: perl(Carp) and perl(Data::Dumper)
    - BR: perl(Carp), perl(constant) and perl(Exporter)
    - Release tests no longer shipped, so drop buildreqs for them and don't bother
      setting AUTOMATED_TESTING; run tests even when bootstrapping
