New upstream release 1.6.1 (#917362)
    
    - Removed AArch64 patch as it has been incorporated upstream
    - Removed superfluous %defattrs
    - Add patches to fix partial PCRE unbundling issues
    - Add patch to fix sample linking issues with JSON library
    - Enable running of tests in %check
    - Add JSON and MongoDB subpackages
