bash-completions is not available after sudo dnf install pipewire-pulseaudio, which is not ideal.

Moving completions to -libs seems hacky for me, but I dunno where to place it since -utils completions (such as pactl) are just symlinks to pulseaudio.

(and it's more like RFC, so I'll also move zsh completions if it's the right way)
