Drop Requires/Provides/Obsoletes pyhunspell from the python3 subpackage
    
    The py3 subpackage should never Require py2 modules.
    
    Add %python_provide macro in the python3 subpackage.
    
    Also drop unneeded Group, License tags, and use the same
    Summary everywhere.
