Update to version 1.3.1 and provide Python 3 version
- Updated project and source URL, the original was redirected
- Updated to the latest upstream release 1.3.1
- Provide Python3 version of the package
- Python 2 version renamed to python2-* as required by Fedora Packaging guidelines
- Install LICENSE and CHANGELOG
- Removed Requires on nosetest as tests are not shipped
