Updated downstream Fedora repo to use new upstream
    
    * Upstream was moved to Candlepin project:
       https://github.com/candlepin/python-iniparse
    * The upstream contains all previous patches from Fedora and
      it constains some other fixes
    * Upstream supports Python3
    * PyPi project: https://pypi.org/project/iniparse/
    * Latest upstream release was 0.5
