Rebase to jira-3.1.1 from PyPI
    
    Apart the major version bump version from 2.0.0 to 3.1.1, we also now
    use Fedora's PyPI packaging macros where possible, reducing complexity
    of the spec file.
    
    I've tried to get tests to run, but upstream does not currently
    distribute any usable test code.  Here is a thread in upstream that is
    relevant to the test enablement:
