Make minimum setuptools more realistic
    
    It seems the project builds fine with older versions of
    setuptools, so change the minimum to allow building on older
    versions available in epel8 (rhbz#1869810)
    
    (This commit is added to all currently supported branches, to
    keep them synchronized, but there's no need to rebuild, since
    nothing has changed.)
