Disable spec-based tests in EPEL 9
    
    It's unlikely that we will see python-nose in EPEL 9, which means
    python-spec likely won't be packaged. Disable the spec-based tests in
    EPEL 9 to make the backport in BZ 2079972 much easier.
    
    An upstream PR under review will likely make this *much* better:
