I've verified the package builds with packaging 23.0. https://copr.fedorainfracloud.org/coprs/thrnciar/python-packaging/build/5253700/ I plan to ship updated packaging next week.

LGTM---will this only be rawhide, or should this also be applied to F37/F36?

Currently, there are no plans to update the packaging in older fedoras so rawhide should be enough.
