Kicking off with a full-fledged gating.yaml. If that's not something you'd like to see in Fedora - and I admit, I don't see far enough to foresee any particular complications with Bodhi - please, let me know, and I'd fall back to my proposal no. 2, gating.yaml with rules reduced to an empty list plus a comment explaining it's like this on purpose. It would make tracking of gating enablement and status easier, making the decision to not enable gating for the package documented for future readers.
