Restore commit cut in previous commit, drop conditionals
    
    All the with_python3 conditionals don't make much sense now. At
    first I was going to *add* with_python2 conditionals so the
    spec still worked for older Fedora and EPEL, but I'm going to
    send 0.6.0 to Rawhide and that probably shouldn't go to older
    branches, so we're going to wind up with the spec split between
    branches anyway...
