Subject: [PATCH] setup.py: tests don't require flake8

`tests_require` should be the things required by `setup.py test`.
Our `test` invocation no longer runs the linter - it's set up
to be run by `tox`, `setup.py flake8` or just `flake8` - so it
should not be required here.
