Update to a current snapshot
    
    - Upstream has ported to a meson build system
    - Drop all the unused boilerplate for Sphinx-generated PDF docs
    - Don’t patch for numpy 1.24 compatibility
    
    The meson build system fixes incompatibility with
    Python-3.12+numpy-1.26, in which numpy.distutils was removed.
    
    At this point, if we ever want to re-enable PDF documentation, we ought
    to make a fresh start on it.
    
    We could re-introduce the numpy 1.24 patch if we ever want to do a
    backport to Fedora 39 for some reason.
