Update to 2.8.2
    Change URL to github sources as pypi tarball doesn't contain tests.
    Package is not noarch anymore as it is compiled using Cython, so
    added BuildRequires for Cython and changed the sitelib directories to
    sitearch.
    Added python-flask and python-apsw BuildRequires for running some extra tests.
    Added runtime requirement of python-simplejson.
