The COPYING file does not say you can use the software under "any later version", so, no +.
It also lists two two licences, but LGPL is only for the "lib" directory, which is missing.

Additionally: fix the upstream URL

I am not sure here.

  • the rpm package license says GPLv2+ (which might also be incorrect)
  • the COPYING file says "The entire code base may be distributed under the terms of the GNU General Public License (GPL)", but does not say which version
  • the embedded GNU GPL text says "If the Program does not specify a version number of
    this License, you may choose any version ever published by the Free Software
  • however, the text says "The entire code base may be distributed under the terms of the GNU General Public License (GPL), which appears immediately below." and that might be only version 2, since only version 2 is below
