Update to upstream 2.3.0
    
    Updated patches from master-patches. I'm making a bit of a mess here,
    but it seems easier...
    
     - We are not on branch stable/juno, because 2.3.0 is part of trunk.
       The Juno is not forked yet.
    
     - The master-patches was set to track openstack master, which is 1 patch
       ahead of 2.3.0. That patch leaks into the RPM because update-patches.sh
       follows patch_base=2.3.0 set in the RPM.
    
     - Jakub's anti-pbr patch got renamed from 0001- to 0002- somehow.
       Trust us, it's exactly the same. Git even noticed it was a rename.
    
    We'll clean it up once Juno forks.
