Upstream update to 5.0.1
    
    This release removed the setup.py from the src tree.
    This commit swaps building to use python -m build
    and installation to use %py3_install_wheel.
    
    dist_info is now included in this pachage.
    
    The tempora/tests directory is also now excluded from packaging.
