    Split out libs and adjust dependencies
    
    speech-dispatcher is a host service and is not wanted in containers,
    toolboxes, or flatpaks, but clients may be so desired.  Therefore,
    split out the client libspeechd into a separate -libs subpackage,
    and drop client dependencies on the main package.
