Description of problem:
This component has one or more packages that contains unowned directories.  This happens when a package lists a file but does not list that file's directory.  If no other package claims ownership of the directory, then the directory gets created but is unowned. More context is available in bug #195328.

2. cd utility-scripts
3. ./rpm-attr-test --tree /mnt/redhat/released/RHEL-5-Server/U3/i386/os/

  Actual results:
SRPM: bind-9.3.4-10.P1.el5.src.rpm
 RPM: bind-chroot-9.3.4-10.P1.el5.i386.rpm
  Unowned Directory: /var/named/chroot/var/log
