add the systemd-rfkill test to upstream repository
    
    The systemd-rfkill service is available in various Fedoras
    and RHELs, and that's the reason for running the TC during
    upstream testing.
    
    There are no changes in the TC functionality, only moving the
    downstream TC to the upstream repo.
